It's different now, the agent will operate within a band on very few products, mostly getting fixed commisions, pre-negotiated between themselves and tour operators, for a given destination. Many agents, including ourselves will package up a holiday, putting all the components together and cutting out the tour operator and thus saving money for the client, in order to get the booking, even though the agent's commision is no better than it would have been using the tour operator.
